Hello, this swap was made in July 2022 for 12 months.   One of the participants is currently closing their channel with me and the other has been offline for a couple weeks now.  It is a pretty large swap.  Is there a penalty for the person closing their channel?  And if the other channel continues to stay offline, is their a penalty if I force close?
