Why is peer A in a Triangle Liquidity Swap connected to my node 2 times with different inbound/outbound capacities? Is this normal?
This is my first liquidity swap. I am in a Triangle Liquidity Swap. All participants are connected. A->B->C->A . In my "Ride The Lightning" Peers/Channels participant A shows up 2 times in my list and the inbound/outbound values are different for both. My question is, is this normal or has participant A created a separate channel outside the triangle to my node and why would this participant do this if they have created a separate channel?

There's no real "reason" for it beyond they have opened 2 channels to you.
You might try messaging them on here and asking why.
The swap requires them to open and maintain 1 ... so having 2 is also fine for you :) in that you get 2 x the incoming liquidity.
You can message them, or not, is either case you're good :)
