I want to close a channel that is dead for 14 days

mdl100lnfun has his node down for almost 14 days. Swap 18921. Is it allowed to close the channel so I can use the sats again?
Also send 2 messages to him.

Yes, it's prudent to do so. Before you close it, try to re-peer to the node just in case.
