Node 3 has not complied to the agreed amount (swap 11128 )

Hi, Node C has not opened a channel with the minimum amount agreed upon, Node A forced closed that channel and asked Node C to reopen with the correct amount. C is not responding anymore and we would ask to reset the status to 'apply' (for Node C if possible). Otherwise, how should we (the remaining two Nodes) proceed? Thx
