Please add ability to thumbs-down a swap participant that caused a failed swap

There should be a way to negatively rate a swap applicant that caused a swap to fail.  From what I can tell, there is currently no way to do so.

The creator of the swap triangle (A) was never connectable, so the (C) applicant was never able to open a channel to them.

This behavior should result in them receiving a negative feedback rating, else a bad actor could just come into the scene and open a bunch of swaps with no intention of ever being connectable, thus causing a bunch of failed swaps thereby costing everyone involved time and sats on channels opened and closed.
