It seems like with only three months left on a one year contract a lot of people have become inactive not sure what to do about that would like some feedback...

Do those users receive a penalty or do we need to rebalance the channel? Also sorry for the late reply.

No requirement to rebalance. Do you mean inactive in a sense that their channels or node is down or just not routing?
