I recently opened this channel to claim it on 1ML Everything is currently on the local balance. How do I open a channel with another user? On the 1ML network.

What do you mean by on the 1ML network? 1ML is just a lightning node explorer. It's not a network.

had to open a channel. To claim the node name 1ML do not wanna close it because I can still send money through it. But I was wondering if I could rebalance with it.

You will have hard time rebalancing with 1ML, because they have tons of incoming channels and very little capacity on their side. So, it's virtually impossible to rebalance. You will not have success sending through it for the same reason. Only very small amounts perhaps.
