Lightwave Routing 〽️

The goal of this node is to have 0 base fees, and ppm routing fees change according to the liquidity in the channels (with fees updating hourly). This is to prevent nodes from taking advantage of low fees and stealing each others' liquidity. Balanced channels get around 200ppm. Channels rebalance daily.
