How to handle negative feedback when the other party is the one not fulfilling agreement?

I've done all I can to fulfill the swap agreement here, including trying to communicate w/ the other party. https://lightningnetwork.plus/swaps/21332 After finally giving the negative rating the other user immediately responds with their own negative rating. Where is the communication to get the channel set up instead? All they responded with in thread is "Sorry".
