A node will not open a channel to me
The following node will not open a channel to me.

He reported that the channel was opening, which is completely his mistake and error.
The channel should have been opened by May 03, 2025, 05:19 UTC, but it is still not open.
He said he would open the channel on May 24/25 at the latest because he did not have the funds to open the channel. But when I waited until the due date, the channel was not opened. I have told him to open the channel but have not received a reply.
I assume he has no intention of opening the channel, but wouldn't this be considered fraudulent? If it is fraudulent, please penalize him.
