Proposal: Node A should rebalance

It often seems everyone in a swap is waiting in the hope someone else will do the rebalance. This is an issue particularly with 4 and 5 party swaps where the rebalance process is a bit more complicated.  It would be simpler if the swap proposer was already volunteering to rebalance when creating the swap. I note that there is already a proposal to add a "rebalance option" to the swap terms. The proposer could then indicate if they were prepared to rebalance or not, eliminating the tedious waiting game from the process.
