Swap 11885 - Node A unresponsive.

Node A is unresponsive and didn't open a channel nor has node C been able to open a channel to node A successfully yet.  I suspect Node A is out of service.  Is it possible to open the slot for Node A so another node can complete the triangle pls?  Thanks
