Outgoing channels show offline

The outgoing channels that I've created say that they are offline.  I did not add them as peers before opening the channels.  When I try to add a peer on RTL it says "Dial Proxy Failed: Socks Connect Tcp 10.21... : Unknown Error Host Unreachable".
