What does "TOR nodes need peer connection" mean?
Some nodes have "Connects to TOR nodes" and some have "TOR nodes need peer connection".
The "TOR nodes need peer connection" message suggests to me that there is some special mechanism needed to peer.
Could someone elaborate on this for me please?

If your node is on TOR you can by default connect to TOR nodes and clear (not behind TOR) nodes. You don't have to worry about anything.
However, if you run a clearnode you can't immediate connect to TOR nodes. Most clearnodes can open a temporary TOR connection, but some can't. In such latter situations the TOR node needs to open back a peer connection to the clearnet node first. This way the clearnet and TOR nodes are peering to each other and the clearnet node can open a channel to the TOR node.
This is quite a rare situation, but happens, which is why on this site we have a condition setup to instruct the node operators to open the peer channel back to clearnet nodes when necessary. This is the message you may have seen in your swap.
You would also experience this situation if you buy a Thor channel from Bitrefill. They won't be able to open the channel to you immediately if you're behind TOR as they run a clearnet node. You will have to peer to them first and then they will automatically open the incoming channel.
