Are you sure "fee rate" at channel list (e.g. https://lightningnetwork.plus/node/03abf6f44c355dec0d5aa155bdbdd6e0c8fefe318eff402de65c6eb2e1be55dc3e/node_channels) have a corresponding (mSat instead of Sat) unit?

Good catch! It actually should be ppm (parts per million). So for example 100 ppm (currently shown incorrectly as msat) would be 0.01%. I will fix it.
