I'll run as 0 base fees and 0 ppm for partners on this. My nodes use "charge-lnd" which is configured to set 9999 base fees when <20% channel balance is on my side. This effectively stops other attempting (and failing) to route via my node when sat are low.
I won't balance my outbound channel but partners can choose to do this if they wish.
